HPV can be tested with vinegar and a camera

So HPV can be tested with vinegar and a camera. I gathered this from someone recently who is a Doctor. So if this is the case and they use this to test HPV in Africa. The why do Americans need to get a Pap smear.

In a study published in the January issue of the International Journal of Gynecology & Obstetrics, the visual inspection/HPV test combination accurately detected 132 (63%) of the 208 cases of precancerous disease in a sample population of African women. By contrast, combining a Pap smear plus an HPV test detected 84 cases (40%), and combining a visual inspection plus a Pap smear detected only 75 cases (36%)

Medical spending is unreasonable, yet we overlook simple cures and fixes.

There is also a plan to use this test for people in Africa. Is this a move to push out the HPV vaccine to more children and women in Africa?
